Mayor's Report - September 2010

Yet another milestone has been reached in the Belcarra Potable Water Project with the awarding of a contract for the second phase of construction -- the water system 'backbone' from the valve chamber at Midden Road to the Tatlow Reservoir and beyond to the eastern end of Main Avenue.

On September 13^th Council awarded a contract to Mission Contractors Ltd. to construct the watermain along Midden Road, Bedwell Bay Road and Main Avenue. The amount of the contract is $1.9 million, and was the lowest of six bids tendered for this phase of the project. The contractor expects the work to take about six months and intends to have the work completed early in 2011. This is a similarly complex section of the project in that it consists of a number of major components:

• Approximately 2.1 km of 8-inch watermain from the underwater crossing terminus at Midden Road to supply the reservoir at the south (top) end of Tatlow Road. This section of watermain will have neither distribution connections nor service connections in order to maintain maximum flow to the reservoir tank, an important consideration for maintaining residual chlorine levels throughout the distribution system.
• An automatic watermain supply valve activated by electronic water level sensors for controlling the water level in the reservoir tank.
• Seismic shut-off valves that will isolate the reservoir tank from the distribution system in the event of an earthquake or other physical damage to the distribution water mains.
• A second 8-inch watermain sharing the trench and parallel to the 2.1 km supply main that will provide the system distribution connections and also provide residential service connections between Midden Road (at Belcarra Bay Road) and a point on Bedwell Bay Road near Young Road.
• A third 6-inch watermain approximately 1.4 km in length will supply the residences within Pressure Zone 3 between the eastern end of Main Avenue and a point on Bedwell Bay Road near Young Road.
• A pressure-regulated distribution booster pump, high capacity fire pump, and a standby emergency generator for maintaining flow and pressure for Pressure Zone 3.
• Installation of approximately 60 water service connections and in-ground meter boxes between Midden Road (at Belcarra Bay Road) and the eastern end of Main Avenue.
• Installation of approximately 10 additional fire hydrants between Midden Road (at Belcarra Bay Road) and the eastern end of Main Avenue.
• A pair of fibre optic communications cables between the Midden Road valve chamber and the reservoir valve chamber at Tatlow Road to connect Supervisory Control and Data Acquisition (SCADA) equipment for monitoring flow rates, line pressures, reservoir water levels, and system security.

The third phase of the project is currently being designed by our municipal engineer with the objective of going to tender in the Spring of 2011. I will provide an overview and update regarding the third phase of the project at that time.
