Energy Consumption & GHG Emissions Inventory
On June 11th, Synergy Environmental Strategies Inc. made a presentation to Council on Belcarra's Corporate Energy Consumption and GHG Emissions Inventory for the period 2007 through 2011. The report was prepared as part of Belcarra's commitment to the BC / UBCM (Union of BC Municipalities) Climate Action Charter and the Federation of Canadian Municipalities (FCM) Partners for Climate Protection (PCP) program to measure and report on the Belcarra's corporate GHG emission profile.
The report succinctly describes the BC approach to climate change, community versus corporate emissions, the method used to estimate GHG emissions and a 'carbon footprint', a description of 'carbon neutral', the applicable guidance and protocol documents, and the accounting and reporting procedures used.
From 2007 to 2011, the Village's corporate GHG emissions inventory consisted of four energy sources: gasoline, diesel, natural gas, and electricity. The inventory analysis produced the good news that in 2011 Belcarra's corporate GHG emissions inventory was 45% lower than the baseline year (see graph below). Under the PCP program, Belcarra had committed to reducing corporate emissions by 20%.
One of the objectives of the Climate Action Charter was for signatories to become 'carbon neutral' by 2012. In 2011, Belcarra's corporate activities produced 12.2 tonnes of CO2e emissions. To become 'carbon neutral', Belcarra would have to purchase BC-based carbon offsets through the Pacific Carbon Trust at a cost of approximately $305. However, the purchase of 'carbon offsets' by government entities is very controversial, and while the purchase of 'carbon offsets' is mandatory for school districts, it is currently not mandatory for municipalities.
Council believes that the purchase of 'carbon offsets' by government entities such as crown corporations, provincial ministries, school districts, municipalities and regional districts is not in the financial interest of those government entities and the tax payers they represent. As a consequence, Council has taken the position that Belcarra will not voluntarily purchase 'carbon offsets' to become 'carbon neutral' as contemplated by the BC / UBCM Climate Action Charter.
