Mayor's Report - August 2015

NEB Draft Conditions for TMEP Approval

Mayor Ralph Drew

On August 12th the National Energy Board (NEB) released its draft conditions for approval of the Trans Mountain Expansion Project (TMEP). The NEB document is 59 pages in length and contains 145 draft conditions as prerequisites for project approval. I highly recommend that Belcarra residents give the document at least a cursory revue.

Of particular interest to Belcarra residents are the 16 draft conditions that specifically apply to the Westridge Marine Terminal (WMT) located on Burrard Inlet directly across from our community. Since this report has space constraints, the 16 conditions are presented here as a list without the accompanying details and commentary (see NEB document):

  • #19 - Air Emissions Management Plan for the Westridge Marine Terminal
  • #26 - Westridge Marine Terminal Onshore Geotechnical Report
  • #27 - Westridge Marine Terminal Offshore Geotechnical Report
  • #54 - Fugitive Emissions Management Plan for the Westridge Marine Terminal
  • #64 - Westridge Marine Terminal Environmental Protection Plan
  • #65 - Marine Sediment Management Plan
  • #66 - Light Emissions Management Plan for the Westridge Marine Terminal
  • #74 - Westridge Marine Terminal offshore pile design
  • #76 - Emergency release system at the Westridge Marine Terminal
  • #109 - Terminal fire protection and firefighting systems
  • #112 - Final terminal risk assessments
  • #116 - Pre-operations full-scale emergency response exercises
  • #118 - Firefighting capacity at terminals
  • #119 - Emergency Preparedness and Response Exercise and Training Program
  • #124 - Emergency Response Plan for the Westridge Marine Terminal
  • #132 - Post-construction noise surveys
  • The above noted NEB draft conditions are very comprehensive, and taken together with the other NEB draft conditions (see NEB document) and the recent measures implemented by Port Metro Vancouver (PMV) regarding unnecessary noise and light from vessels at anchor in the harbour, I believe that the concerns raised by Belcarra Council regarding the Westridge Marine Terminal (WMT) will be appropriately addressed in the final NEB "conditions for approval".

    RALPH DREW
    MAYOR
